HAVA positive identification requirement (none / 0)

Under HAVA we are expected to be able to present documents showing that we are who we say we are when we go to vote. It is not hard to imagine that many of us reading this will never have to do this -- and some Americans with darker skin or accented English will find themselves pushed out of the electorate by this requirement. After all, literally millions of barely trained poll workers with multiple prejudices will be enforcing it. In theory anyone denied can cast a "provisional" ballot, but we know that won't turn out to be easy.

Advocates for immigrant new citizens have raised these issues repeatedly including Asian and Latino (pdf warning) groups. Reducing the electorate by race has always been a prime strategy of conservatives.
